This is a combined synopsis/solicitation for commercial items for Job Corps Center Support Services at the Lyndon B. Johnson (LBJ) Job Corps Center. The government will fund only the first six months of the base period at award, with the remaining six months funded via modification when funds become available. Quoters must price all 12 months. Incremental funding does not change the firm-fixed-price nature of the contract.
The evaluation factors are Technical Factors, Past Performance, and Cost/Price, all of equal importance. Technical evaluation includes management, qualifications, certifications, capabilities, recruiting, and staffing. Past performance will be evaluated using past entries from CPARS, focusing on timeliness of services and reports. Cost/Price will be evaluated using quote/proposal metrics.
Key personnel (Center Mental Health Counselor, Drug/Alcohol Abuse Counselor, Nurse) must meet specific licensing, experience, insurance, and background check requirements. All personnel must be properly vetted and eligible for access.
Failure to comply with clauses, including timely removal and replacement of personnel, may result in remedies including withholding payment, termination, or other actions authorized under the contract. Submission of a knowing false statement may subject the contractor to liability.

Failure to comply with antidiscrimination and DEI requirements, or submission of a knowing false statement, may be grounds for termination for default. Unacceptable background checks or aspects that jeopardize student health and safety can lead to contract termination.
