This is a solicitation for the overhaul of monobloc propellers and CPP blade sets for the U. S. Coast Guard. The contract is a firm-fixed price, requirements type contract with a base year and four option years. The period of performance will begin on the date of the contract award and end one year afterward. The government will evaluate offers based on technical acceptability, past performance, and price. The offer due date is November 21, 2025, at 12:00 PM local time. Inspection and acceptance of the supplies and/or services to be furnished hereunder shall be made at destination by the receiving activity. The contractor must notify the contract administrator or contracting officer at least ten (10) days prior to readiness for inspection to schedule a quality assurance inspection at the contractors facility.

The contractor must submit payment requests electronically using the invoice processing platform ipp. The contractor will submit payment requests using the blank form in ipp.
If the items required in the contract resulting from this solicitation are customarily warranted in the trade by a standard commercial warranty, such warranty shall be incorporated into this contract and thereby provided to the government at no additional cost. Any standard commercial warranty provided shall be identical to the standard commercial warranty normally offered by the contractor to the contractors most favored customer.
The government will award a contract resulting from this solicitation upon evaluation of the following factors: technical acceptability, review of standard warranty submitted, past performance submission, and price including base and option years. In performing the best value tradeoff, technical capability and past performance, when combined, are significantly more important than price.
Technical acceptability requires that the offeror shall be the original equipment manufacturer (OEM), or an authorized and certified dealer/agent of the OEM. Authorized agents shall submit documentation, inclusive of a certification from the OEM.
If materials or services, or any part thereof, are not delivered within the time specified by this contract or are deficient upon delivery, the contracting officer shall unilaterally, at his/her discretion, withhold from each invoice a percentage of the contract price iaw the following table: less than 250, 000 10 250, 000 to 1, 000, 000 5 over 1, 000, 000 2
