The tender requires 50 complete recent and relevant projects at a hospital medical center, federal or other than federal project of this same size, scope, and complexity or greater. Offerors are encouraged to provide feedback on the pre-award and debriefing processes. The government contemplates award of a firm-fixed-price contract. Offerors shall notify the government if they intend to perform work at any secondary site. A site visit is scheduled. The solicitation incorporates provisions by reference. There are various representations and certifications required, including those related to the System for Award Management (SAM). There are also requirements regarding limitations on subcontracting, depending on the type of contract (services, supplies, general
construction, special trade
construction). The contractor shall furnish a bid guarantee. Offerors shall obtain a pledge of assets from each person acting as an individual surety on a bid guarantee. There are requirements for compliance with veterans employment reporting requirements, biobased product certification, recovered material certification, Buy American Act, trade agreements, prohibition on contracting with entities engaging in certain activities or transactions relating to Iran, historically black college or university and minority institution representation, and prohibition on contracting with inverted domestic corporations. There are clauses regarding commencement, prosecution, and completion of work, limitations on subcontracting, post-award small business program rerepresentation, patent indemnity, supplemental insurance requirements, and electronic submission of payment requests. The contracting officer reserves the right to designate representatives to act for him/her in furnishing technical guidance and advice or generally monitor the work to be performed under this contract. The contractor shall not make reference in its commercial advertising to department of veterans affairs contracts in a manner that states or implies the department of veterans affairs approves or endorses the contractors products or services or considers the contractors products or services superior to other products or services. The contractor shall comply with current department of veterans affairs policy for personal identity verification of all employees performing under this contract when frequent and continuing access to VA facilities or information systems is required. The contractor shall conform to the standards established by the department of veterans affairs. There are requirements for contractor production reports, subcontracts and work coordination, government
construction contract administration,
construction contract changes, and contractor performance assessment reporting system (CPARS). There are also requirements for compliance with executive order ****, combating antisemitism. The contractor shall comply with all federal, state, and local laws and regulations applicable to the work being performed under this contract. The contracting officer may retain funds to ensure that deficiencies will be corrected and that completion is timely.
