This is a sources sought notice for market research to determine potential businesses capable of repairing boilers 2 and 3 at the Southern Oregon Rehabilitation Center and Clinics. Interested parties must submit a response by **** Pacific on 08 September 2025, including company name, address, point of contact, and SAM UEI. The response should also include a capability statement, any concerns with domestic end products, and any challenges complying with Buy American and trade agreement requirements. The US Coast Guard is procuring services for the test, evaluation, repair, and calibration of test sets from Testvonics, Inc. on a sole-source basis. The contract is a fixed-price contract. The agency justifies the sole-source approach due to the complexity of the test sets, their unique design and software, and the lack of other qualified providers. A combined synopsis solicitation will be posted to the SAM website. All responsible sources may submit a capability statement, proposal, or quotation.

Proposals must be submitted by 2:00 PM EST on August 29th, 2023. The proposal must include a completed submission form (page 7) and any additional required documents. The proposal must remain valid for at least 60 days. The county reserves the right to reject any or all proposals and to negotiate with any source. Proposals are subject to disclosure under the Michigan Freedom of Information Act. Bidders must certify independent price determination. Insurance requirements include commercial general liability, automobile liability, and workers compensation. Minimum specifications for the project are detailed in the RFP. The county will consider ability, capacity, skill, promptness, character, integrity, reputation, experience, efficiency, previous engagements, compliance with laws, financial resources, conditions attached to the bid, and potential conflicts of interest in selecting the best bid. Preference will be given to Chippewa County vendors for bids between $250 and $2,500, with a maximum 5% difference, and for bids over $2,500, with a maximum 3% difference.
