The delivery shall be made as soon as possible but no later than August 31st, 2026.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.

The offeror must demonstrate whether the proposed item matches or is equivalent to the required transfer case configuration, and if the proposed item is new or rebuilt.

Before manufacturing begins, an example of a cone bag must be sent to the Contracting Officer's Representative (COR) to ensure that the product meets the specifications of the requirements.

All materials and workmanship provided under the resultant contract shall be warranted for a minimum of one year. Where the contractor, product manufacturer, or service provider generally offers additional or more advantageous warranties, such additional or more advantageous warranty shall apply.

The award of the contract will be made to a responsive, responsible, and qualified bidder who offers the lowest grand total bid meeting all minimum specifications as outlined in this IFB.

To be considered qualified and responsive, bidders must provide written documentation that they have produced printed screens similar in scope to this IFB within the past three years, including client name, timeframe of services, project description, number and type of screens, and visual examples. If offering an or equal product, a specification sheet detailing it is required.

The bid notice mentions that proposals received after the date and time in the IFB timeline will not be considered for award and may be returned, unopened, to the sender. It also states that contacting individuals other than designated contacts may result in disqualification.

Attendance at the pre-bid site visit is mandatory to be eligible to submit a bid. Vendors must notify the designated contact by the date and time indicated in the IFB timeline to be allowed to attend.

Vendors are required to submit a sample screen that meets all specifications, including material, grommets, ink, printing, and production. A digital file of the requested screen will be shared with vendors who attend the mandatory site visit.

Protests must be received by the designated contact no later than five business days after a debriefing or ten business days after the written notice of selection or nonselection for contract award, whichever is later.

The delivery date for the items is on or before April 30, 2026.

The contractor shall extend to the government the full coverage of any standard commercial warranty normally offered in a similar commercial sale at no additional cost to the government. The warranty covers a period of months, which the offeror is to insert.

Additionally, offerors are encouraged to submit published pricing, historical pricing data, or other information to support the government's price analysis and determination of fair and reasonable pricing. Quotations will only be accepted from authorized resellers who have provided a letter of authorization.

A site visit is scheduled for March 27, 2026, at 11:00 AM EST. The meeting location will be in front of Building B180. There will only be one government-sponsored site visit.
