Submittals for qualifications are due by 12:00 PM MDT/MST on August 19, 2026.

Submittals will be evaluated based on prequalification submittal criteria and ranked. Shortlisted firms will undergo oral interviews, with the final selection based on a combination of these evaluations.

Firms must have been in the same business under the same name for the last two years and demonstrated design experience in projects of similar scope and complexity for at least two projects each in excess of $2,000,**** hard costs, utilizing expertise from their Colorado office.

A mandatory pre-submittal conference and site tour is scheduled for July 29, 2026, at the Four Mile Correctional Center. Attendees must sign in for their submittals to be accepted.

Late submittals will not be evaluated. The State reserves the right to reject any or all submittals for being unresponsive or failing to disclose requested information.

The estimated project cost is $4,470,****.

Substantial completion is expected within 60 calendar days from the date of the notice to proceed, and final completion within 45 calendar days from substantial completion.

The project shall be finally complete, including the delivery of any or all guarantees and warranties, within 45 calendar days, if applicable, from the date of substantial completion.

The contract shall be awarded to the low responsible bidder whose bid meets the requirements and criteria set forth in the invitation for bids.

Firms must have provided general contracting services within the last three years for at least two projects each in excess of $60,****, demonstrated specific general contracting experience in projects of similar scope and complexity, and demonstrated bonding capability up to $60,****.

Failure to complete the work within the agreed number of calendar days shall be considered breach of contract and subject the bidder to liquidated damages as specified in article 54d of the general conditions of the contract.

A mandatory pre-bid meeting will be held at the job site located at 375 Elm Street, Deer Trail, Colorado, outside of the existing VSF on Tuesday, July 14, 2026, at 11:00 AM.

Questions are due via email by July 16, 2026.

Firms must not have been previously terminated by CDOT for nonperformance or disqualified as a nonresponsible bidder on a state buildings contract or procurement.

Vendors must be certified through Compliance Depot, which requires submitting a W9, insurance certificate and endorsements, and a signed vendor agreement. In order for us to proceed with services, you will need to be certified through compliance depot.
