Delivery is required 30 days after receipt of order (ARO).

Payment will be made by the Department of Veterans Affairs Financial Services Center. Invoices shall be submitted upon acceptance of product.

The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Technical capability and past performance are considered significantly more important than price alone.

Offerors must be registered in the System for Award Management (SAM) and, if applicable, verified in SBA Small Business Search. Vendors must also be an authorized distributor and submit an authorized distributor letter from the OEM.

Failure to complete specified sections and/or provide OEM letter will be considered nonresponsive and ineligible for award. Offers from unverified firms will be considered non-responsive and ineligible for award.

The contract period of performance will be seven hundred thirty (730) consecutive calendar days from issuance of the notice to proceed (NTP).

Progress payments will be made based on submitted applications, contingent on the completion of specific requirements such as as-built drawings, waste manifests, certified payroll, current project schedule, daily logs, and correction of punchlist items and safety deficiencies.

The award will be made on a best-value tradeoff basis, considering technical approach, relevant experience and key personnel, past performance, and cost/price. Technical factors (1, 2, and 3 combined) are approximately equal to factor 4 (cost/price).

All data, analysis, and protocols for quality controls will be delivered to the FDA 1 year after the award date, by September 2027.

The offeror shall provide an annual firm fixed price for this requirement, to be billed once annually at the end of the period of performance for the current contracting year.

Award shall be made to a single responsible party with the lowest priced technically acceptable offer.

Proposals will be evaluated based on general qualifications, demonstrated expertise and a strong publication record in pulsed field ablation (PFA) research, specifically involving the application of pulsed electric fields to biological tissue or cells within a biosafety level 2 (BSL2) or higher laboratory environment. The proposal must identify dedicated personnel for this project, including a principal investigator and at least one full-time PhD student or postdoctoral researcher. Has access to a pulsed field ablation catheter also referred to as electrode fabrication facility including soldering or in-house fabrication for developing platinum-iridium or gold electrodes. The contracting research group must demonstrate access to animal and/or human blood for use within 48 hours of collection to maintain biological viability. The contractor must confirm access to and operational knowledge of a spectrophotometer to measure the released plasma free hemoglobin.

The submission will be considered nonresponsive to the solicitation if electronic documents contain macros, and no additional time will be given to correct the submission.
