Electronic responses must be submitted no later than 5:00 p. m. Central Time on 06/22/2026.

DPS will pay contractor based on itemized invoices submitted to and approved by DPS. DPS recommends electronic funds transfer (EFT) for payments.

Contractor is required to respond to any warranty call within 48 hours and has 30 days to replace defective products after notification.

Responses will be evaluated based on a best value standard, with criteria including technical requirements (25 points), vendor performance (40 points), and cost (35 points).

Respondents must have been regularly engaged in roofing services in Texas for at least five years, and all personnel must be licensed and certified appropriately in Texas.

A contractor or subcontractor violating prevailing wage rate requirements must pay $60 for each worker employed for each calendar day or part of the day that the worker is paid less than the stipulated wage rates.

A pre-bid site visit is mandatory and will be held at **** Avenue F Northwest, Suite A, Childress, TX **** at 10:30 a. m. on June 5th, 2026.

Making false statements in the response can lead to disqualification, contract cancellation, or state debarment.

The term of this BPO is from September 1, 2026 - August 31, 2027.

Respondents are solely responsible for ensuring that all required documents are completed accurately and submitted before the deadline. Responses will not be accepted after the solicitation opening date and time.

Contractor must complete services within 30 calendar days from start to finish.

TMD will pay contractor on the basis of itemized invoices submitted to and approved by TMD after TMD's receipt, testing, and acceptance of the services. Texas Government Code Chapter ****, the Prompt Payment Act, will govern payment and accrual of interest on any overdue payments.

Contractor must warranty all workmanship on all materials and labor for a period of one year beginning with the date of completion or manufacturer's standard warranty on equipment, whichever is longer. Contractor must respond to any warranty call within 48 hours and replace defective products within five business days.

TMD will evaluate responses in accordance with the best value standard, considering price, compliance with specifications, quality, reliability, delivery timeframe, and probable performance.

Contractor must be a licensed master electrician, insured, and bonded. Respondents must provide all applicable licenses and insurance with the bid.

If contractor fails to comply with the terms of the contract, TMD may withhold contractor payment. If noncompliance results in TMD purchasing goods or services from another entity to remedy the noncompliance, TMD will deduct those costs from contractor's payment.

Two mandatory site visits are scheduled for June 10 and June 11, 2026, at 9:30 AM. Failure to attend a minimum of one site visit will result in disqualification.

The last day to submit written questions for clarification is June 15, 2026, at 2:00 PM CST.

Failure to attend mandatory site visits, failure to sign the document, making false statements, or not acknowledging amendments may result in disqualification.
