This is a solicitation for construction services to install a water tower projector system at the Orlando VA Healthcare System, Lake Nona facility. The project involves outdoor projection mapping, installation of a 4K RGB laser projector, trenching for power and data lines, and integration with the existing digital signage platform. The requirement is set aside for U. S. Small Business Administration certified, service-disabled veteran-owned small businesses (SDVOSBs). Offerors must be registered in SAM. gov and verified for SDVOSB status. A mandatory site visit is scheduled for May 20, 2026. Requests for Information (RFIs) are due by May 26, 2026. Proposals are due by June 15, 2026. Contractors must comply with all solicitation terms and conditions, including safety and environmental regulations. A bid guarantee of 20% of the bid price or $3,000,000, whichever is less, is required. Performance and payment bonds will be required upon award.
The contractor shall begin performance within 180 calendar days and complete it within calendar days after receiving award, notice to proceed.
Payment will be made by Department of Veterans Affairs, Department of Veterans Affairs Financial Services Center.
The clause ****, warranty of construction, is supplemented as follows: Should the contractor fail to complete the work or fail to proceed promptly to provide guarantee period services after notification by the contracting officer, the government may, subject to the default clause contained at FAR ****, default fixedprice construction, and after allowing the contractor 10 days to correct and comply with the contract, terminate the right to proceed with the work or the separable part of the work that has been delayed or unsatisfactorily performed.
The government intends to award one firm-fixed-price contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, is fair and reasonable, and has been determined to be the most advantageous to the government, nonprice, price, and other factors considered.
Offerors must be actively registered in the System for Award Management (SAM) and must be certified SDVOB and verified in SBA's VetCert program database.
In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.
A site visit is scheduled for Wednesday, May 20, 2026, at 10:00 am EST at the front of the Lake Nona Central Energy Plant CEP.
RFIs are due Tuesday, May 26, 2026, at 11:00 am EST.
