The City of Barre, Vermont is seeking proposals for CDBG-DR staff augmentation and grant administration services. Services include Davis-Bacon administration, Build America Buy America compliance, and other federal regulations. The selected applicant will provide assistance with compliance reporting, grant administration, contract management, environmental services, critical infrastructure, public facilities, planning, and housing development. Proposals are due August 3, 2026. The contract period is expected to be 24 months, with potential extensions. Award will be based on ability to provide services, experience, staff qualifications, and total cost.

Project Manager will submit monthly invoices, which shall be paid within 30 days. The fee will not exceed $180,000. Project Manager is responsible for expenditures above agreed amounts.
Bids will be evaluated based on ability to provide services, experience with similar work, qualifications of staff, and total cost. The city may consider substantial performance, ability/capacity/skill, character/integrity/reputation/experience/financial resources, and quality/availability/adaptability of service. The city reserves the right to accept the bid deemed in the best interest of the city, even if not the lowest bid.
Respondents must be qualified and have proven track records in managing similar projects, providing references. They must have an active SAM. gov account and UEI registration. Staff qualifications will be considered.
The city may terminate the contract for reasons such as failure to proceed expeditiously, failure to begin or pursue work, discontinuation of work, failure to make payments to subcontractors, disregarding directives, or substantial breach of contract. The city may also reject any and all proposals.
