The award is made to the proposal considered most advantageous to the city, based on criteria including qualifications, experience, technical approach, project management, references, and cost. the award made to the most responsive and responsible bidder whoseproposal conforms to the solicitation and whose proposal is considered to be most advantageous to thecity.
