The program must be fully operational and accepting applications no later than July 1, 2026.

Payments will be made no later than thirty 30 calendar days following receipt of the statement for goods received and services completed.

The city shall award to the responsible offeror whose offer is determined to be the most advantageous to the city in accordance with the solicitations evaluation criteria.

The offeror shall demonstrate relevant experience and capability, including experience administering large-scale public assistance or financial relief programs.

The deadline to submit requests for clarifications is December 30, 2025.
