The City of Rockford Water Division is seeking bids for a dump site to dispose of demolition waste materials. The contract period is from award through September 30, 2027, with potential for four one-year extensions. Bidders must be qualified and licensed to operate a disposal site with adequate capacity and safe access. Bids will be evaluated based on total price and compliance with specifications. The city reserves the right to award one or more contracts. Inquiries are due by June 8, 2026, with answers provided via addendum on June 11, 2026. Bidders must comply with all federal, state, and local environmental laws. The bid form requires pricing for various types of waste, including spoil, concrete, asphalt, rebar, sand, rocks, and roots. Invoices must be submitted within 30 days of work completion.
The contract period shall be from date of award through September 30, 2027. The city of Rockford reserves the right to extend the contract in one 1 year increments for a period of four 4 additional years.
All invoices shall be submitted within 30 days of completion of work to the City of Rockford Water Division for review and approval that the work was satisfactorily completed.
The City of Rockford Water Division intends to award a contract to the lowest responsive and responsible bidder. The city reserves the right to award one or more contracts on the bid submitted, as deemed most advantageous to the city.
All qualified bidders and their staff members must have the proper licenses, permits, and certifications to operate a disposal site in accordance with all applicable federal, state, and local agencies. All qualified bidders shall have a disposal site that has adequate capacity to receive disposal materials, and provides safe and reasonable access for city vehicles.
The city may require payment of liquidated damages for nonperformance. Should default be due to failure to perform or because of a request for a price increase, the city reserves the right to remove the firm from the city's bidder list and place the firm on the city's debarred list for a period of up to three 3 years.
Questions shall be received in writing until June 8th, 2026 at 12:00pm. No questions may be submitted after this date.
If this evaluation determines that a bid does not comply with the specifications set forth in this invitation to bid, then that bid shall be eliminated from consideration.
