The base period of performance is anticipated to be 12 months of services to begin 30 September 2025. Three 3 one year option periods are anticipated to be included in the contract to extend services to 29 September 2030.

Payment will be made monthly by electronic funds transfer (EFT) for actual days worked. Payment could take as long as 45 days after invoice.

Award shall be made to the lowest priced offeror who is determined to be responsible, based on past performance record.

The mill operator shall be proficient in milling operations and associated mechanical equipment. The operator/interpreter must have skill in meeting the public and explaining the mill's operation and history.

Failure to comply with contract specifications may be grounds for termination. Breach of contract or voluntary termination without sufficient cause may jeopardize future contracts.

Offerors are urged and expected to inspect the site where services are to be performed.

Inappropriate conduct or unacceptable actions, such as theft, consumption of alcohol while on duty, discrimination, harassment, or failure to maintain appearance, may be grounds for termination.

The vendor shall provide a proposed implementation timeline, including the estimated number of weeks from issuance of the purchase order to full system golive. The proposed timeline should identify the anticipated duration for each implementation phase, including setup and configuration, testing and review, training if applicable, and golive.

Quotes will be evaluated using the following criteria: Cost, overall value, platform functionality, visitor experience, ease of administration, reporting, implementation plan, ongoing support, security, accessibility compliance, vendor qualifications, references. AHEC will award, in whole, to the vendor who is most responsive to AHECs needs, cost and other factors considered.

Vendors must provide a cover letter and company overview, detailed description of qualifications, ability to implement secure, scalable, and user-friendly platform, knowledge of payment processing standards (PCI compliance), references from at least three clients within the last two years, description of approach to installation, cost sheet, detailed description of proposed platform system, current VPAT, current PCI DSS attestation of compliance (AOC), and a sample certificate of insurance.
