The bid must be delivered to the office of the Commissioner of Purchases and Supplies, Cleveland City Hall, Room 128, by 12:00 PM on April 23, 2026.

The city will take a discount of two percent (2%) on payments made within thirty (30) days from receipt of articles, commodities, materials, supplies, equipment or services, unless the bidder indicates otherwise on the space provided on the schedule of items bid.

The city will determine the lowest and best bidder based on the bid amount after considering all applicable bid discounts.

Each bidder shall submit with its bid an affidavit stating that neither it nor its agents, nor any other party for it has paid or agreed to pay, directly or indirectly, any person, firm or corporation any money or valuable consideration for assistance in procuring or attempting to procure the contract herein referred to, and further stating that no such money or reward will be hereafter paid.

If the successful bidder fails to enter into a contract, the bid bond, certified or cashiers check shall be forfeited and the principal amount of the bid bond shall be paid to the city, or the check shall be surrendered to the city as the agreed amount of liquidated damages.

If the Commissioner of Purchases and Supplies requests, a bidder shall provide samples of the items it proposes to furnish if awarded a contract pursuant to its bid.

The bid submission deadline is Thursday, April 2, 2026, at 3:00 p. m. EST. The preferred delivery for awarded services is July 2026.

Payment for services will be made approximately thirty days after the work has been inspected, approved, and the invoice received in the PWC accounts payable office.

The bid notice does not explicitly state a warranty period for the herbicide application services themselves, but it does mention that the contractor shall guarantee a minimum of ninety-five percent (95%) control of the target species and must retreat areas at their expense if the required level of control is not achieved in one growing season.

All crews are required to have one licensed applicator per crew.

If the required level of control (95%) is not achieved in one growing season following application, the contractor must retreat the areas in question at its expense. Failure to provide timely notification of legal actions or issues that may impact performance can result in termination of the agreement.

An optional virtual pre-bid meeting is scheduled for Thursday, March 19, 2026, at 10:00 a. m. Bidders are expected to remain for the entire meeting.

Unsolicited bid samples or descriptive literature may not be examined or tested and will not be used to determine responsiveness.
