This is a Request for Quotation (RFQ) for lodging services for military personnel at the 182d Airlift Wing in Peoria, Illinois. The government intends to award up to three Blanket Purchase Agreements (BPAs) with a five-year ordering period from May 15, 2026, to May 14, 2031. Each BPA will have a maximum capacity of $349,000. 00. The acquisition is a 100% small business set-aside. Offers will be evaluated based on price, technical performance, and past performance. Quotes are due by May 29, 2026, at 12:00 PM CST. All questions must be submitted by May 8, 2026, at 4:00 PM CST. The contractor must be the owner, operator, or authorized on-site manager of the lodging facility and demonstrate direct control over room inventory and reservation management. Third-party entities are not eligible. An in-person quality surveillance inspection will be conducted for awarded BPAs.
The ordering period for the awarded BPAs is from May 15, 2026, to May 14, 2031.
Payment will be made using the Lodging in Kind (LIK) GPC credit card. A summary invoice shall be submitted at least monthly or upon expiration of the BPA, whichever occurs first, for all deliveries/services provided during a billing period ending on the 25th of each month.
The government will award a BPA resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered, using subjective comparative analysis.
Offerors must be the owner, operator, or authorized on-site manager of the lodging facility and demonstrate direct control over room inventory, reservation management, and guest services. They must also be registered in SAM and have a valid UEI/Cage code.
Awarded BPAs shall be made to responsible offeror's who can successfully meet all requirements and pass an in-person quality surveillance inspection with no discrepancies.
