This is a statewide contract opportunity for Personal Care Hygiene Products for a 12-month period, with the option for two additional 12-month renewals. Bids must be submitted electronically via the LaGov Vendor portal. Vendors must be registered in the LaGov Vendor system. All bid documents, including attachments A, B, and C, must be reviewed and included in the submission. Prices are to be submitted on the Attachment B Price Sheet. Payment terms are within 30 days after receipt of properly executed invoice or delivery, whichever is later. Discounts for early payment will not be considered for award. The contract may be renewed for two additional 12-month periods at the same price, terms, and conditions. The total contract time may not exceed 36 months. Vendors must specify the brand and model number of the product offered. Failure to submit descriptive information may cause the bid to be rejected. The state has the right to terminate the contract for convenience or cause. Default of contractor may result in cancellation of the contract and charges for excess costs. Compliance with various federal and state laws, including civil rights, ADA accessibility, and anti-discrimination laws, is required. Vendors must be registered with the Louisiana Secretary of State if the contract value exceeds $25,000. All bid amounts shall be submitted in United States dollars. Bidders certify that prices were independently arrived at without collusion and that their company is not suspended or debarred by the GSA.
The delivery will be made within a number of days after receipt of order, as specified by the vendor. The contract period is for 12 months, with potential for two additional 12-month renewals.
The bid notice states that payment is to be made within 30 days after receipt of properly executed invoice or delivery, whichever is later. Discounts for payment made within 30 days are accepted but will not be an award consideration.
The manufacturers standard warranty will apply unless otherwise specified in the solicitation.
Vendors must be registered in the LaGov Vendor system to submit an online bid and for their bids to be tabulated. If newly registered, a W9 must be included with the bid. Corporations and limited liability companies must be registered and in good standing with the Louisiana Secretary of State to hold a purchase order and/or contract over $25,000.
Failure to deliver within the time specified or to provide the services as specified in the bid will constitute a default and may cause cancellation of the contract. Where the state has determined the contractor to be in default, the state reserves the right to purchase any or all products or services covered by the contract on the open market and to charge the contractor with cost in excess of the contract price.
The office of state procurement has suspended in-person attendance by vendors at public bid openings. Any vendor who would like to view the opening of this bid can access a provided Zoom link.
Bids submitted in the following manner will not be accepted: a. Bid submitted on paper contains no signature indicating intent to be bound b. Bid filled out in pencil and c. Bid not submitted on the states standard forms. Bids must be received prior to bid opening time. Failure to submit descriptive information may cause bid to be rejected. Any act of discrimination committed by bidder, or failure to comply with statutory obligations, shall be grounds for termination of any contract. Failure to comply with ADA accessibility requirements shall constitute a material breach of contract and may be grounds for termination. The state reserves the right to reject the response of the bidder if the certification of no discriminatory boycotts of Israel or discrimination against firearm and ammunition industries is subsequently determined to be false.
