Qualifications are due by Wednesday, July 29th by 11 am MST.

Qualifications will be evaluated based on Company and Personnel Qualifications (45 points), Approach to Scope of Work (20 points), and Value/Cost of Efforts (35 points).

Minimum mandatory qualifications include a valid Rangeland Chemical Applicators License in Colorado, a valid FAA license/certificate for making applications, and a minimum of 3 years of experience in herbicide applications, including 2 years specifically using drones and/or helicopters.

If the city terminates the contract due to the contractor's breach, the contractor shall be liable for actual and consequential damages to the city.

Protests must be submitted within ten calendar days after the aggrieved person knows or should have known of the facts giving rise thereto.

Submitting qualifications after the due date and time, failing to meet minimum mandatory qualifications, or submitting incomplete responses may result in disqualification.

Proposals must be submitted by August 3, 2026, before 1:00 p. m. Mountain Daylight Time.

Payment shall be made based on the successful completion and acceptance of applicable services, deliverables, or milestones. Invoices must be submitted for review and approval.

The consultant shall provide post-implementation support and warranty services. Specifics regarding the duration and scope of warranty support are to be detailed in the proposal.

Proposers must demonstrate responsibility, qualifications, and capability to perform the work, including meeting project schedules, having a satisfactory performance record, and maintaining integrity and ethical practices.

No pre-proposal meeting will be conducted.

Inquiries and requests for clarification must be submitted in writing by July 22, 2026, before 5:00 p. m. No questions are accepted after this date.

A proposal may be disqualified for reasons including submission of more than one proposal for the same services, evidence of collusion, or communication with unauthorized city personnel.

Proposals must be received by August 28, 2026, at 2:00 PM Mountain Time.

Evaluation criteria include Cost Effectiveness Pricing (20%), DEN Equity, Diversity, and Inclusion Plan (15%), Understanding the Project (20%), Proposed Work Plan and Approach (20%), Key Personnel and Ability to Respond (5%), and Company Experience and Qualifications (20%).

Proposers must be qualified contractors. The RFP outlines detailed proposal preparation and submission requirements, including specific forms and narrative content. Past performance and company experience are key evaluation factors.

A mandatory site visit is scheduled for August 3, 2026, at 9:00 AM Mountain Time. Preregistration is required by Tuesday, July 28, 2026, at 3:00 PM.

The last date to submit written questions is August 10, 2026, at 2:00 PM Mountain Time.

Failure to attend the mandatory site visit, omission of required documents, failure to strictly comply with RFP requirements, submission of inaccurate or false information, or improper communications may result in disqualification.

Proposals must be received by Wednesday, August 12, 2026, by 2:00 p. m. MT.

The proposer will be paid pursuant to the terms of the contract.

The city will solicit, evaluate, and award contracts based upon the proposers alignment with the citys values as it relates to its approach, proven experience, ability to perform work, costs, and pricing. Best value will be determined.

Each proposer must be prequalified in category 2b. General Building occupied buildings at or above $50,000,**** monetary level.

An optional site visit is scheduled for July 22, 2026, at 10:00 a. m. MT. Preregistration is required by July 17, 2026.

Failure to strictly comply with RFP requirements, submission of inaccurate or false information, improper communications or collusion, default or termination for cause of public or private contracts within the past five years, delinquent arrearages owed to the city, and failure to submit proof of licensing or franchise authority may result in disqualification.

Responses to this RFQ will be accepted online by 3:00 p. m. , Eastern Standard Time EST on Tuesday, July 21, 2026.

Progress payments will be subject to a five percent (5%) retainage. Retainage will be billed on a separate invoice after the project has been fully completed and accepted.

Contractor warrants that all work shall be free of faults and defects in design, workmanship, and material, and shall be performed in a good and workmanlike manner for a period of one (1) year from substantial completion of the entire project, or for specific warranty periods established in the contract.

Each bidder and its subcontractors shall have the minimum experience qualifications set forth in this RFQ. Bidders must also submit documentation demonstrating they are duly authorized to conduct business in the state of Georgia, a copy of their current, valid business license, and any required professional licenses.

Liquidated damages of **** will be assessed for each calendar day that substantial completion of the work is delayed past the contract time of 180 calendar days.
