Failure to document participation in the US EPA Protocol Gas Verification Program (PGVP) or demonstration of repeated gas quality failures under this program will disqualify the vendor. Repeated gas quality failures (3 or more separate instances) will also disqualify the vendor. Award will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered, with the lowest evaluated price being the final evaluation factor after administrative compliance. Offerors must be registered in the System for Award Management (SAM) database prior to the close of the RFQ to be considered for award. Quoters must be registered prior to the close of this rfq in order to be considered for award.

If the firm ships an item that does not meet the specifications, the firm will be responsible for a refund of the payment, or a correct replacement item and any cost incurred by the government. Failure to complete and return all required documents, including pages 1 and 2 of the RFQ, and required provision/clause fill-ins, will result in the quote not being considered for award.
