Westchester County remits vendor payments via an electronic funds transfer (EFT) program known as VendorDirect. Any successful bidder that will not accept payment in that method will be considered nonresponsive to our solicitation and their bid may be rejected.

All items delivered must be guaranteed against faulty materials and workmanship.

All project documentation is required within 30 days of project acceptance, unless noted otherwise in the statement of work.

The contractor shall be responsible for all damage to furniture, buildings, facilities, and grounds, caused by hisher work forces or equipment, and shall repair said damages to the satisfaction of the weapons school construction representative ws rep at no expense to the government.

The ordered goods shall be delivered to the U. S. Embassy Phnom Penh premise within 45 weeks after issuing order.

Payment will be made via EFT within 30 days upon receipt of goods in accordance with the Embassy's Purchase Order.

Quotations shall be provided with warranty terms.

RFQs will be evaluated using the lowest price, technically acceptable (LPTA) method.

Offerors shall be registered in the SAM system for award management database prior to submittal of their offer/proposal.

In case vendor fails to make delivery on time, the embassy has the right to penalize the vendor. The penalty shall not exceed 5% of the goods involved in the late delivery.

Incomplete quotations will not be accepted. Quotations are due by July 6, 2026, at 4:00 PM Cambodian local time. No quotation will be accepted after this time.

The contractor shall complete this work within ten (10) business days after beginning the project, which shall begin within 10 business days of contract award. Deliveries shall be made directly to the loading dock at the site.

Payment will be made by the Department of Veterans Affairs. Invoices shall be submitted upon receipt, acceptance, inspection, and final installation.

Warranty information is required as part of the quote submission.

Offers will be evaluated on bill of materials, detailed dimensions and drawings, labor/services description, and product specifications.

Contractors must submit a self-certifying statement confirming their ability to meet project deadlines.

The contractor shall be available for a site meeting within ten (10) business days of contract award, in person at the building site. Time and date to be determined.

Physical finish samples are required and shall be submitted post-award by the contractor who is awarded the contract.

Late quotes will not be accepted for evaluation. The contractor is responsible for confirming the government's receipt of the contractor's quote.
