A two-year warranty is required on all parts, hardware, software, labor, installation, and proper operation of the system.

Offerors may be required to furnish satisfactory evidence that they are qualified dealers or manufacturers of the items listed or are regularly engaged in performing the services for which they are submitting a proposal, and that they maintain a regularly established place of business.

Any offeror who is aggrieved may file a protest within ten (10) days after the director, office of procurement, publicly posts the proposed contract award, or before the solicitation proposal submission due date and time if seeking cancellation or amendment.

Payment for items acquired under this proposal will be paid net, 30 days after satisfactory receipt of goods ordered, or receipt of invoice, whichever occurs last.

The city shall consider purchase prices, reputation of the vendor and their goods/services, quality of goods/services, extent to which goods/services meet city needs, vendor's past relationship with the city, impact on compliance with laws relating to historically underutilized businesses, total long-term cost, and any other relevant factor.

Proposers must provide information requested in the RFP, and failure to do so or falsification may result in disqualification. The insurance company must have an A. M. Best rating of A or better.

A non-mandatory but recommended pre-proposal conference will be held on June 18, 2026, at 10:00 am via Zoom.

The proposal will be evaluated based on bidders past experience performance (30 points), bidders cost of services (30 points), bidders ability to undertake the entire scope of work (30 points), and bidders ability to comply with bid instructions (10 points). Riverbay retains the discretion to not award any contract or to determine in its sole judgment the lowest qualified bidder.

Bidders must be licensed plumbers and submit a completed Appendix B, Statement of Qualifications for Bidders, which includes details on past projects, financial information, and any legal or disciplinary actions. Failure to submit complete bid documents may result in disqualification.
