The bid response deadline is April 28, 2026, at 12:00 AM MT. Substantial completion date and project punch list walkthrough are to be determined at the pre-bid meeting.

Warranty information is required as an attachment, and a warranty statement certificate must be uploaded.

Contractors must be qualified and licensed as required by Utah State Law. The bid notice lists selected contractors from a previous solicitation.

The review committee will evaluate proposals based on the ability of the proposer to meet the specifications set forth in the terms, conditions, and specifications of this RFP and contract documents. The town will select the company that it believes offers the best all-round package for solid waste and recycling services, and is not limited to the lowest price offered.

Proposers must submit a technical proposal form containing minimum requirements, including contract manager contact information, evidence of ability to obtain a performance bond, and evidence of insurance coverage meeting or exceeding article 10 requirements. They must also affirm noncollusion and tax compliance.

Liquidated damages will be assessed for various performance standard violations, both prior to and during the term of the contract. Examples include failure to clean up spills, willful mishandling of receptacles, missed collections, and improper disposal of recyclables.
