The ordering period for this IDIQ contract is a single, continuous five-year period, from September 1, 2026, through August 31, 2031. An additional 6-month extension is possible. Individual task orders will specify their own period of performance.

Payment will be made by Electronic Funds Transfer (EFT). Invoices will be processed through the Wide Area Workflow (WAWF) system. The contract is exempt from Japanese consumption tax.

Award will be made to the responsible vendor whose quotation is technically acceptable, has acceptable past performance, and offers the lowest total price.

Offerors must be responsible and their offers must conform to the solicitation. Specific documentation such as SF ****, Price Quotation Sheet, Technical Information Sheet, equipment lists, Environmental Protection Plan, and financial data are required. For non-US nationals, background investigations and CAC cards may be required.

Failure to provide required documentation, such as SF ****, Price Quotation Sheet, or financial data, may result in disqualification. Also, issues related to security clearances and background investigations could impact eligibility.

The maximum value of this contract is $10,000,****.

The contractor is required to provide one additional fastener for each uniquely identified heat lot of material in each shipment. Complete traceability must be maintained on this extra fastener.

Material will be rejected if it has mercury contamination. Failure to provide required certification papers or providing incorrect/missing data on certification papers will result in rejection.

Deliveries shall be made to the NIOSH Morgantown campus only between the hours of 8:00 am and 4:00 pm Monday-Friday, and not on federal holidays, within 72 hours of request.

Payment for orders is intended to occur via the government purchase card. Summary invoices shall be submitted at least per delivery, monthly or upon expiration of this BPA, whichever occurs first.

The award will be made using the lowest price technically acceptable (LPTA) methodology. Technical acceptability is determined by conformance to the statement of work and other requirements.

Contractor shall provide documentation demonstrating a commercial record or confirming that they are capable of consistently providing both the quantity and purity of the required supplies. Contractor must have drivers that are U. S. citizens.

Quotes that contain planned or potential AI use and do not contain an acceptable AI compliance and risk management plan will be considered nonresponsive and ineligible for award.

The total aggregate value of this BPA is $548,****.
