The City of Conway, South Carolina, is issuing a Request for Qualifications (RFQ) for consulting firms to prepare a Transportation Element for their Comprehensive Plan Update. The selected firm will assist in evaluating existing transportation conditions, identifying future mobility needs, and developing strategies for safe, efficient, connected, and accessible transportation systems. The project involves planning-level analysis and policy development, with active involvement from city staff. Respondents must be licensed to do business in South Carolina. The City reserves the right to reject any or all submissions. Evaluation will be based on professional qualifications, project team, experience, approach, and financial stability.
The City anticipates completion of the Transportation Element within 18 months following contract execution. Respondents should include a proposed project schedule and anticipated timeline for completion of major project tasks and deliverables as part of their statement of qualifications.
The evaluation of qualifications submissions will be in accordance with the City of Conway procurement regulation and this request for qualifications. The evaluation process shall determine the qualifications, interest, and availability to provide relevant services as requested. Staff will first review all written responses, which will result in a ranked list of fully qualified respondents. After ranking is completed by staff, informal interviews and/or presentations may be conducted, at the discretion of the City, for selected respondents determined to be the best qualified based upon the evaluation of the written responses. The determinations will be based upon the criteria below. It is the intention of the evaluation team to select the vendor most qualified to provide the services as indicated herein.
The evaluation of qualifications submissions will be based on the firms professional qualifications and project team, applicants previous experience with grant-funded projects, demonstrated ability to meet project deadlines, proposed work schedule, timeframe for delivery of service, demonstrated ability of key personnel and/or construction management experience, similar projects completed within past three (3) years, references of past clients, and financial responsibility and stability.

Respondents that fail to comply with the licensing requirements may subject their statement of qualifications to being rejected as nonresponsive. Failure of a successful respondent to accept the contractual obligations may result in a non-award.
