Failure of the successful respondent to execute the lease agreement within thirty days after receiving the lease documents and furnish acceptable surety bonds and proof of required insurance prior to the lease execution shall be just cause for cancellation of the award and forfeiture of the proposal bond, not as a penalty, but as liquidation of damages to the authority.

Any protest must be filed in writing and received by the authority within seven calendar days of the date of the occurrence of the event that is the subject of the protest.
A material deviation from mandatory requirements, in the authority's sole discretion, may result in rejection of a bid. Additionally, any communication except as provided in section that speaks to communication with the authority during this IFB is strictly prohibited and may be cause for disqualification of the prospective respondent.
