This is a sealed bid Invitation for Bid (IFB) for the repair and maintenance of the USS Higgins DDG 76, located in Yokosuka, Japan. The period of performance is from July 10, 2026, to February 8, 2027. Offerors must possess a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) and be authorized to operate and do business in Japan. Proposals are due by May 21, 2026, at 10:00 AM local time. Work specifications and drawings will be provided via DoD Safe. The award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Offerors are required to submit all information required by the solicitation, including a completed SF33, price proposal breakdown, and MSRA/ABR certification. The contractor work start date is July 10, 2026, and the contractor work completion date is February 8, 2027.
Payment will be made via Wide Area Workflow (WAWF) in Japanese Yen (JPY). The contract uses firm fixed price for CLIN **** and CLIN ****.
The contractor shall extend to the government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided that such warranty is available at no additional cost to the government.
The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis to the responsible offeror with acceptable past performance, who submits a technically acceptable proposal that conforms to the requirements of the solicitation, offering the lowest evaluated price.
Offerors must possess a current and active U. S. Navy MSRA or ABR issued by NAVSUP FLCY to be considered technically acceptable and eligible for award. Firms who do not possess an active U. S. MSRA/ABR as a prime contractor are ineligible for award.
