All bids must be received by 10:30:00 a. m. local time on September 4, 2026. The system will not accept late bid submittals.

Award of the contract, if any, will be to the lowest responsive and responsible bidder or bidders.

Bidders may be required to be prequalified by the Illinois Department of Transportation (IDOT). Bidders are also required to be registered with the Illinois Department of Human Rights.

Liquidated damages will be assessed for failure to complete the contract within the time limit, as stated in the special provision.

Vendors may submit a written protest to the protest review office within seven (7) calendar days after the protester knows or should have known of the facts giving rise to the protest.

Bids submitted without vendor disclosure or IPG active registered vendor disclosure shall be deemed nonresponsive. Failure to comply with reporting requirements may result in the contract being declared void.

Progress payments will be made no more than once every thirty 30 calendar days, not exceeding ninety-five percent 95 of the total contract at the time of completion. The contract will be awarded to the lowest responsible bidder. The district shall award the contract for the project to the lowest responsible bidder as determined from the base bid by the district.

Bidders must be licensed contractors pursuant to the California Class A contractors license. They must also list at least three projects of similar size and scope completed over the last five years. each bidder shall be a licensed contractor pursuant to the business and professions code and shall be licensed in the following classification of contractors license, for the work bid upon, and must maintain the license throughout the duration of the contract: california class a contractors license.

Liquidated damages of $1,800 per calendar day will be assessed if the work is not completed within the specified timeframe. in case all the work called for under the contract is not finished or completed within the number of calendar days as set forth in the bid proposal, the contractor shall forfeit to the instructions for bidders for district projects ib 10 district a specified sum of money, to be deducted from any payments due to the contractor. the sum of money shall be 1, 800 per calendar day more than the contract time as liquidated damages per section 8. 5 of the general conditions.
