Request for proposals for mapping services, including aerial photography, surveying, and map reproduction. The contract will be for approximately five years. Proposals are due July 23, 2026, at 2:00 PM. The issuing office is the Department of Environmental Protection, Bureau of Abandoned Mine Reclamation. Small diverse businesses and veteran business enterprises are encouraged to respond. The evaluation criteria include technical understanding, contractor qualifications, personnel qualifications, contractor experience, turnaround time, available equipment, facilities, and geographic proximity. Cost is also a factor. Offerors must submit proposals electronically with separate files for technical and cost submittals. No pre-proposal conference will be held.

The department shall pay the contractor for all services that are satisfactorily performed, reasonably incurred, and properly invoiced according to the requirements of this contract, any approved work plans, and any work requisitions assigned under this contract, as determined by the department. The department shall make best efforts to approve for payment each invoice compliant with the contract requirements within 45 days of receipt of the invoice.

To be responsible, an offeror must submit a responsive proposal and possess the capability to fully perform the contract requirements in all respects and the integrity and reliability to assure good faith performance of the contract.
A protest must be filed in writing with the issuing office. To be timely, the protest must be received by 4:00 p. m. on the seventh day after the protesting offeror knew or should have known of the facts giving rise to the protest, but in no event later than seven days after the date the notice of award of the contract is posted on the DGS website.
Violating the restriction of contact with the issuing office may be cause for rejection of the offending offeror's proposal. Sharing information contained in its proposal with other Commonwealth personnel and/or competing offeror personnel may lead to disqualification.
