All work, except landscape establishment, must be completed within ninety (90) working days upon issuance of notice to proceed.

The city shall make progress payments on account of the contract price on the basis of contractors applications for payment on or about thirty (30) days after submission. Ninety-five (95) percent of work completed will be paid, with the balance being retainage.

Award will be to the lowest, responsible, responsive bidder, based on the city's evaluation.

Prior to submitting a bid, the bidder shall have received prequalification status active status with the Colorado Department of Transportation to bid on individual projects of the size and kind of work as set forth in the general statement of work.

Failure to complete the work as prescribed shall be considered as a breach of contract and subject to liquidated damages per Colorado Department of Transportation standard specifications ****.

Bidders are encouraged to visit the jobsite to become familiar with local conditions that may affect the cost, progress, performance or completion of the project.

Failure to carefully and regularly monitor BidNet for addenda may lead to reliance on incomplete, inaccurate, or out-of-date information when submitting bids, subjecting such bids to automatic disqualification from consideration.

The estimated budget for this project ranges between $1,175,610 and $1,436,860.

Qualifications are due by Friday, July 31st, 2026, by 11 am.

Qualifications will be evaluated based on project and technical experience, project approach and understanding, project innovation, approach to cost model, schedule, risk, quality and safety, and approach to fee structure and pricing information. Shortlisted offerors will also be evaluated on their interview performance.

Offerors must meet minimum mandatory qualifications, including a clean record on SAM. gov or ability to register, required licenses and permits, and prequalification with CDOT. Key personnel qualifications, safety record, and past project experience are also crucial.

A prequalification conference is optional and will be held via MS Teams on July 7th, 2026, at 10:30 am MST.

Protests must be submitted in writing to the City Manager within ten (10) calendar days after the aggrieved person knows or should have known of the facts giving rise thereto.

Submittals not meeting minimum qualifications, late responses, failure to note the RFQ number and project name in the subject line, or deviations from response format may lead to disqualification.

The duration of the project is expected to be 3 months.

The proposal that is most advantageous to ELCO will be selected, based on contractor qualification review and assessment including project technical submittal, schedule, qualifications and experience, quality and responsiveness of submittal, and preliminary construction cost proposal. elco shall select the proposalthat is most advantageous to elco, as determined by elco in its sole discretion.

Contractors must submit a qualifications submittal documenting their qualifications, including general firm information, example projects, experience with alternative project delivery, company resources, key project staffing, key subcontractors, project budget and cost control, construction sequencing and scheduling, quality assurance/quality control, and safety record. contractors that have a technology that meets the project requirements, demonstrate experiencewith similar projects, and have the minimum qualifications outlined herein are encouraged tosubmit proposals.

All work is to be completed by October 1st, 2026.

The city will make partial payments at monthly intervals based on certified estimates, retaining ten percent (10%) until final completion and acceptance. Final payment will be made upon full delivery and completion to the city's satisfaction.

The AV system shall be guaranteed for a period of one year from the date of acceptance against defective materials, design, workmanship, and improper adjustment. The AV contractor will honor any manufacturers warranties that exceed one year.

The AV contractor must have at least five (5) years of verifiable direct experience with similar systems, possess a fully staffed and equipped maintenance facility, and be licensed to perform work in the project jurisdiction. They must also have personnel with at least three (3) years of direct experience in similar work and a designated supervisor with at least five (5) years of direct experience.

If the work is not complete on or before the date set for completion, the contractor shall pay the city liquidated damages of one thousand dollars ($1,****) a calendar day until the work is satisfactorily completed.

Samples, when requested, must be furnished free of expense to the city and, if not destroyed, will upon request be returned at the bidder expense.

Any proposal that does not meet the all or none requirement will be disqualified. Paperwork not filled out properly or signed will cause the bid to be considered nonresponsive and shall be rejected.
