The magnitude of this construction project is anticipated to be between $25,000 and $100,000. The magnitude of this construction project is anticipated to be between 25, 000and 100, 000.

The award will be based on a combination of technical factors (EMR report, bonding capacity, past performance, management plan, small business subcontracting plan) and price. Factors 1 and 2 are significantly more important than factors 3, 4, and 5. Factors 4 and 5 are of equal importance. All technical factors combined are approximately equal to price.

Offerors must demonstrate sufficient bonding capacity (at least $10M per project and $10B aggregate). Past performance will be evaluated based on recency, relevancy, and performance of similar projects exceeding $10M. A management plan, project manager resume, key personnel resumes, preliminary project schedule, and a small business subcontracting plan are required. Specific qualifications are outlined for Project Manager, Designer of Record, Registered Design Professionals, Superintendent, and QA/QC Supervisor.

Attendance at the site visit is recommended, but not required, and will not be considered in the evaluation. Offerors are required to notify the point of contact via email to confirm attendance and specify attendee details.

Offerors with insufficient bonding capacity are unacceptable and will be eliminated. A management plan that does not demonstrate a clear understanding of the project requirements or the ability to coordinate resources will be considered to not meet the factor requirements. Failure to develop the project schedule to an appropriate level of detail will result in it being determined unacceptable.
