The period of performance for this contract is from April 15, 2026, to September 29, 2026. The final invoice must be submitted no later than October 29, 2026.

The awarded vendor must demonstrate a thorough understanding of the project's purpose and scope, possess necessary knowledge, skills, abilities, and experience in providing parent mental health training. They must be a family-run organization with 50% of staff and board members having lived experience, demonstrate knowledge of community-based service delivery and coordination with public systems, be based in Hawaii as a registered nonprofit, and be available for meetings. Verifiable relevant experience in providing training and technical assistance to parents on mental health concerns for the last five years must be cited.

The awarded vendor shall be registered and licensed to do business and be based in Hawaii, maintain their own physical office space in the defined service area, demonstrate a thorough understanding of the project scope and necessary skills, be a community-based nonprofit organization with at least five years of experience, have staff available to coordinate activities, and demonstrate the necessary requirements to contract with the DOH.
