Prototype systems suitable for government evaluation are required no later than fiscal year 2028 FY28.

Contractors must be registered in the System for Award Management (SAM) database. Interested sources must submit organization name, address, technical point of contact, phone number, e-mail address, business size, a summary of capabilities, and a description of facilities and equipment.

Offers are due by July 2, 2026, 3:00 PM EST. The complete order quantity shall be delivered to the ppv contractors within 15 calendar days after receipt of order.

Under this resulting contract, the contractor will be receiving payments from the ppv contractors instead of directly from the government. Invoices will be submitted in accordance with the business-to-business agreements reached with the ppv contractors.

Offerors must have on file, if required by FDA, an FDA approved new drug application (NDA), an approved abbreviated NDA (ANDA), or a biologic license approval, as appropriate for the items offered. The NDA, ANDA, or biologic license must be approved no later than the time of the solicitation's closing.

If the government purchases product from another vendor because of an awardee-caused backorder, the awardee will issue credit or reimburse the government for the difference between the purchase price and the contract price within 30 calendar days after receipt of notification.

Failure to remit the full amount of the cost recovery fee within 60 calendar days after the end of the applicable reporting period constitutes a contract debt to the United States Government. The government may exercise all rights under the debt collection improvement act of ****, including withholding or setting off payments and interest on the debt.

The government will award to the responsible businesses whose quote, conforming to the solicitation, is most advantageous to the government based on best value. Best value will be determined by evaluating each quotation for one or more of the following: price, technically acceptable, delivery aro, and past performance.
