The City of Gloucester is seeking proposals for an enterprise parking & mobility platform, including support for parking kiosks and related products. The platform will manage day-to-day parking operations and beach reservation parking. Proposals are due and will be opened electronically on August 11, 2026, at 11:00 AM on Bidnet Direct. The contract duration is one year with the option to renew for two additional one-year periods. Vendors must demonstrate their ability to perform the requested services and provide a demonstration of their proposed solution. Pricing proposals must be submitted separately from technical proposals.

The contract will be awarded to the responsible and responsive proposer submitting the most advantageous proposal taking into consideration all evaluation criteria as well as price. Qualified candidates should demonstrate their ability to perform the requested services, provide a scheduled or recorded demonstration of their proposed solution, and document their organization's experience and expertise, including experience with similar services to other municipalities in Massachusetts. Proposers shall demonstrate their ability to perform the requested services by answering in the affirmative to the majority of the mandatory requirements listed.
Any failure or delay in providing necessary services that generates a reduction in the city's revenue attributable to factors under the vendor's control will be considered potential grounds for penalties and/or termination of the contract.
