This is a Sources Sought notice from the Department of Veterans Affairs (VA) seeking qualified vendors for an Electronic Key Management System (EKMS) at the Sheridan VAMC, Wyoming. The EKMS must have 180 locked key positions, be expandable into a networked system, secure key rings with metal-on-metal connections, incorporate a glass or polycarbonate door, hold at least 40,000 users, have a minimum 7 capacitive touchscreen, and include a card reader compatible with VA access cards. The system requires web-based software capable of integrating with the existing Gallagher security access control system, locking steel cable seals, plastic identification tags, and battery backup for at least 4 hours. Installation must be performed by a certified team and include software setup, integration, and a minimum of 2 hours of training. Bidders must have EKMS management software approved on the VA's OIT TRM website. Applicable standards include ANSI/BHMA Grade 1 hardware, industry-standard cybersecurity, federal security policies, and safety regulations. Acceptance criteria include precise key tracking, seamless integration with access control systems, and automated alerts. Special considerations include emergency offline access procedures, spare parts, and failover protocols. Manufacturers/distributors must have three years of documented experience with federal/state/local government accounts and local or phone warranty/service support. A two-year standard warranty on all materials is required. The product will be delivered to the Sheridan VAMC. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to repair or replace doors, door locks, deadbolts, panic exit devices, mullions, thresholds, door closers, catches, strikes, cores, keys, ADA compliant mechanisms, and related hardware at Joint Base San Antonio (JBSA) locations. The contractor shall perform to the standards in this contract and shall be bonded and licensed. Service calls will be identified and issued to the contractor in accordance with paragraph 3. The contractor shall provide a contract manager who shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contractor shall have a quality control system in place to identify, prevent and remedy defects. The government will evaluate the contractors performance under this contract using periodic surveillance and customer complaints. The office having responsibility for inspection and acceptance of services is 502d CESCEOS, Service Contracts. The contractor shall perform the services required under this contract from 7:30 a. m. to 4:15 p. m. , Monday through Friday. The contractor is not required to provide services on Federal holidays. Contractor shall respond to emergency calls after normal duty hours and on weekends to secure buildings when required. Pricing for emergency calls shall be in accordance with applicable line item. The contractor shall comply with all applicable federal, state, local and Air Force regulations dealing with environmental management. The contractor shall comply with all applicable federal, state and local safety requirements, including the Air Force Occupational Safety and Health AFOSH standards. The government will provide police and fire response. The government will furnish electricity, water and sewage service as necessary for accomplishment of work in accordance with this BPA. The government will have the option to purchase and provide materials and have the contractor provide all labor as necessary to install government furnished materials. The contractor shall furnish all equipment, materials, tools, transportation, special keys, stencil for marking keys U. S. The contractor shall furnish Material Safety Data Sheets MSDS on all chemicals or hazardous materials that are used in this contract to the Hazmat Manager for approval. No chemicals/lubricants shall be used until approval is obtained through 502d CES Hazmat Pharmacy, Bldg **** of services shall be accomplished by door lock service request issued against a BPA. Each service call will be assigned a number and issued to the contractor by authorized individuals designated by the Contract Officer. Work assigned to the contractor shall consist of individual items: the exact number, quantities and dollar amount of each item involved. Each call order service requested Appendix 1 will vary according to specific requirements of each job. The contractor will be notified by phone, a minimum of five workdays prior to performing lock service, unless otherwise identified by the COR as an emergency call. The performance period for special order items and government furnished material shall not exceed seven days after materials have been received to allow the contractor to inspect materials, perform bench work, cut keys, coordinate and schedule work. Contractor shall replace and install mortise locks, rim locks, tubular locks, cylindrical locks, panic exit devices, lever cylindrical locks, access control locks, computer managed locks, computer managed exit devices, vaults, SKIFF doors and combination locks to match each facility's key system otherwise specified by the government.
