The Town of Needham is seeking sealed bids for water service connections and fire hydrant replacement. The bid package includes two PDF documents. A pre-bid conference is scheduled for May 20, 2026, at 9:30 AM. Questions are due by May 28, 2026. Bids are due by 1:00 PM on June 4, 2026, and will be opened publicly at that time. Bidders are responsible for checking the town's website for any addenda. A bid deposit of 5% is required. The contract term is from execution until December 31, 2026, with potential for two one-year renewals. The town reserves the right to reject any or all bids. The scope of work includes renewing water services, replacing fire hydrants, ledge removal, test pits, electrical grounding connections, and reimbursable police details. Bidders must provide proof of at least three years in business and references for similar projects. Various bid forms and certifications are required for submission.
The bid submission deadline is June 4, 2026, by 1:00 PM. The bids will be publicly opened after this submission deadline on June 4, 2026, at 1:00 PM.
Payment shall be made on the amount of work performed based upon the unit prices placed on the bid forms. Payment shall be made upon submission of an invoice and acceptance of the work by the director of public works, or his designated agent. Prepayment is not allowed.
The contractor will warrant that all workmanship shall be first class and shall be performed by persons qualified and licensed in their respective trades.
The town will award the contract to the lowest responsible and eligible bidder based upon the total combined bid price for years one through three.
All bidders must furnish proof of a minimum of three continuous years in business. All bidders must provide owner contact information for five projects of similar nature and scope completed within the last five years.
Failure of the contractor to comply with the requirement of having an approved project supervisor on site may result in a penalty of $200 per day. Failure to employ a minimum of 2 competent workers on site daily may result in a penalty of $200 per business day of noncompliance. Failure to meet response time obligations may subject the contractor to penalties of an assessment in the amount of **** per day of noncompliance, after one written warning. Continued noncompliance may subject the contractor to termination of the contract and assessment of damages equal to the difference in unit cost between the contractors bid price and the next lowest bidder.
A pre-bid conference will be held at 9:30 AM on May 20, 2026, at the Public Service Administration Building. Attendance is strongly encouraged but not required.
