Certain Government Bids & RFPs

Work will commence within ten 10 calendar days after receipt of written notice to proceed and be substantially completed within 90 calendar days from the receipt of the notice to proceed. Construction can only occur between September 1, 2026, and December 31, 2026.

The county of Mercer shall pay the submitted bill not more than 30 calendar days after the receipt of the bill by the owners representative if the contractor has performed in accordance with the contract and the work has been approved and certified by the owners representative. The billing shall be deemed approved and certified 20 calendar days after the owners representative receives it, unless the owners representative provides, before the end of the 20-day period, a written statement of the amount withheld and the reason for withholding payment.

A pre-bid site visit is scheduled for June 22, 2026, at 9:00 a. m. This is not a mandatory requirement, but it is highly recommended.

Any prospective bidder who wishes to challenge a bid specification shall file such challenges in writing with the contracting agent no less than three business days prior to the opening of the bids.

Failure to submit required documentation at the time of bid is a mandatory cause for rejection of bid. Bids containing any conditions, omissions, unexplained erasures or alterations, items not called for in the bid proposal form, attachment of additive information not required by the specifications, or irregularities of any kind, may be rejected by the county.

Awarded bidders shall guarantee that all products provided under this contract will be free from defects of workmanship and material for a minimum period of one year from the date of final acceptance of the products. It is the intent of WCSD to award this solicitation contract on a line-by-line basis to multiple vendors deemed to be the lowest responsive and responsible bidders. Bidder must be licensed or incorporated to do business in the state of Nevada and shall possess all pertinent licenses and/or certifications to perform any requested services. Bid submissions may be rejected for evidence of collusion, failure to meet terms and specifications, inability to complete obligations, not being qualified, or if costs exceed budgetary constraints. Bid submissions may be rejected for any of, but not limited to, the following causes: a. Evidence of collusion among bidders exists. b. Bidder fails to meet the terms, conditions, and specifications outlined in this solicitation.

Selection criteria include project understanding and CM approach (25%), project team and key personnel (25%), relevant project experience (20%), reference responses (10%), and costs (20%).
