This is an Invitation for Bids (IFB) for janitorial services for the Commonwealth of Pennsylvania, Department of Conservation and Natural Resources. The procurement is identified as a restricted small business procurement, meaning only bidders certified as small businesses through the Department of General Services are eligible. Bids must be submitted electronically. A mandatory pre-bid conference will be held on March 31, 2026, at 10:00 AM at Prince Gallitzin State Park Office, Patton, PA. Failure to attend the pre-bid conference will disqualify a bidder. All questions regarding the IFB must be submitted in writing to the issuing officer's email address. Addenda to the IFB will be posted on www. ***. *. * must be firm and submitted through the Commonwealth's electronic system SRM. The award will be made to the lowest responsive and responsible bidder. The contract will include standard terms and conditions covering delivery of services, warranty, compliance with laws, payment terms, audit provisions, default, force majeure, termination, contract controversies, assignability, subcontracting, nondiscrimination, contractor integrity, contractor responsibility, Americans with Disabilities Act, covenant against contingent fees, applicable law and forum, background checks, confidentiality, insurance, right to know law, enhanced minimum wage, worker protection, and data breach or loss.
The contract shall end on the later of complete delivery and acceptance of the awarded items, the expiration of any specified warranty and maintenance period, payment by the Commonwealth for the items received, or any expiration date identified in the purchase order. The contractor shall proceed with all due diligence in the performance of the services in accordance with the completion criteria set forth in the contract.
The Commonwealth shall make contract payments through the Automated Clearing House (ACH). The required payment date is the date on which payment is due under the terms of the contract, or thirty (30) days after a proper invoice is actually received at the bill-to address if a payment due date is not specified. Payment may be delayed if the payment amount on an invoice is not based upon the prices as stated in the contract. The Commonwealth has the option of using a purchasing card for purchases.
The contractor warrants that all items furnished and all services performed shall be free and clear of any defects in workmanship or materials. Unless otherwise stated, all items are warranted for a period of one year following delivery and acceptance by the Commonwealth. The contractor shall repair, replace, or otherwise correct any problem with the delivered item.
It is the intent of the Commonwealth to make a single award of items listed in the IFB to the lowest responsive and responsible bidder. The Commonwealth reserves the right to award by line item if it determines that it is in the best interest of the Commonwealth to do so.
The Commonwealth identified this procurement as fitting the established criteria under the small business procurement initiative. Accordingly, only those bidders who are certified as a small business through the Department of General Services self-certification process are eligible to submit a bid and be awarded a contract. In order to be eligible to receive an award, the bidder must be certified at the time of bid opening and include a copy of the certification in the bid response.
If the lowest responsible bidder withdraws its bid prior to the expiration of the award period or fails to comply with the requirements set forth in the IFB, the bidder shall be liable to the Commonwealth for all costs and damages associated with the reaward or rebid, including the difference between the bidder's price and the actual cost that the Commonwealth pays for the awarded items. The Commonwealth may also cancel or terminate the contract for violation of nondiscrimination/sexual harassment provisions, and may proceed with debarment or suspension.

In the event of a controversy or claim arising from the contract, the contractor must, within six months after the cause of action accrues, file a written claim with the contracting officer for a determination. If the contractor fails to file a claim or files an untimely claim, the contractor is deemed to have waived its right to assert a claim in any forum.
