Sealed bids are invited for the 2026 Citywide Guardrail Replacement Program. The project involves replacing damaged guardrails throughout the city. Bids are due by August 14, 2026, at 11:00 AM. A mandatory pre-bid conference will be held on July 31, 2026. Bidders must be licensed contractors with an HRA Highway, Railroad and Airport Construction license including HRAE 1 C classification. Electronic or hard copy submissions are accepted. The contract will be awarded to the most responsive, responsible bidder. The agreement term is one year with two optional one-year renewals. Liquidated damages of **** per day apply for late completion.
The work must be fully completed within three hundred and sixty-five (365) calendar days from the date specified in the notice to proceed.
Payments will be made based on progress estimates, with final payment contingent upon satisfactory completion and acceptance of the work. The contract price is subject to additions and deductions as per the contract documents.
The contract includes a one-year guaranty period after completion of the work.
The contract will be awarded to the responsive and responsible bidder whose bid is determined to contain the lowest bid price or lowest evaluated bid price.
Bidders must be licensed contractors as required by the Contractors Licensing Act of **** and must have an HRA Highway, Railroad and Airport Construction license that includes HRAE 1 C classification. A statement of bidders qualifications may be requested.
Liquidated damages in the sum of **** will be assessed for each consecutive calendar day the contractor is in default after the stipulated completion time.
A pre-bid conference will be held on Friday, July 31, 2026, at 10:00 a. m. at the City of Knoxville, Engineering Department, Room 301, **** Morris Avenue. Attendance may also be via Zoom.
Inquiries pertaining to this ITB shall be made in writing and be in the hands of the Purchasing Division by the close of the business day on Friday, August 7, 2026.
Bids may be rejected if they are late, incomplete, contain qualifying statements, or if the bidder fails to comply with licensing requirements or submit required documentation.
