The Charter Township of Redford is seeking qualified developers for the SNAP II program to acquire, rehabilitate, and sell tax-foreclosed residential parcels, and potentially acquire, rehabilitate, sell, or lease commercial parcels. Submissions are due by July 2, 2026. Developers must demonstrate financial strength, managerial capabilities, and a track record in redevelopment projects. A minimum of $250,000 to $500,000 in line of credit or cash in escrow is required. The contract period is from July 8, 2026, to December 31, 2027. Developers are responsible for property upkeep and timely payment of property taxes.
Sealed applications must be submitted to the Redford Township Clerk's Office by July 2, 2026, at 3:00 PM EST.
The activity of the SNAP II program will be funded by the selected firms. Developers must create an escrow account with an approved financial institution. The township must be reimbursed within three business days for acquisition costs.
The selection will be made based on the combination of the verifiable qualifications and developers history.
Developers must have key personnel who, during the last five years, completed at least five separate redevelopment projects in Michigan with a total minimum value of $50,000 for each project.
In the event a firm does not meet the required contract deadlines or other contract provisions without express written approval, the acquired properties will be transferred back to Redford Township ownership, and firms will not be reimbursed for any expenses and will no longer be eligible for future SNAP II program activities.
By submitting a response, the developer waives any right to challenge the selection process and waives any claims of any nature whatsoever against the township.
Responses will be rejected for failure to submit all required information, failure to meet minimum qualifications, being in arrears or default to the township, being debarred, or having a conflict of interest.
