This is a combined synopsis/solicitation for commercial items prepared in accordance with federal acquisition regulation (FAR) subpart 12. 6. The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement to procure patent support services on a multi-award five (5) year blanket purchase agreement (BPA) ordering period. This procurement is set aside for small businesses. Interested parties must submit a quote and/or capabilities statement no later than 12:00 PM on February 16, 2026. The RFQ incorporates provisions and clauses effective through the Federal Acquisition Circular (FAC) and Defense Federal Acquisition Regulations Supplement (DFARS). Key requirements for responses include: quote on company letterhead, pricing, cage code, FOB destination, point of contact, GSA contract number (if applicable), business size, rounded pricing to the nearest whole dollar, and a maximum of three pages of technical capabilities. The BPA will establish terms and conditions for patent services, with an anticipated award of 3 to 5 vendors, though the government reserves the right to award to a single vendor. The total of all BPA calls cannot exceed $9,000,****, with a limit of $350,**** per BPA call. The period of performance for the BPA ordering period is five years from the date of award. Deliveries will be made to NSWCCD, West Bethesda, MD, or other NSWCCD facilities as specified on the call. Payment will be made via electronic funds transfer (EFT) through the Wide Area Workflow (WAWF) system. The NAICS code is **** and the PSC code is R498.
Responses to this notice are due on or before 12:00 PM on 16 February 2026, Eastern Standard Time (EST).
All invoices shall be submitted electronically through DOD Wide Area Workflow (WAWF) system and all payments will be made through electronic funds transfer (EFT).
The government intends to award an agreement to the responsible quoter who is the lowest price technically acceptable quotation, conforms to the solicitation, proposes a price that is fair and reasonable, and will be most advantageous to the government, price and other factors considered.
Offerors must be registered to practice before the U. S. Patent and Trademark Office with an active license and in good standing, possess expert knowledge of patent practice, have high proficiency in drafting patent applications and performing research, and have a technical background in a field relevant to invention disclosures.
Travel will not be required to support this effort. All interactions with inventors or patent counsel will be by email, through an approved virtual platform, and/or by telephone.
The maximum allowed per order is $9,000,****, and the total of all BPA calls may not exceed $9,000,****.
