Monitoring Government Bids & RFPs

Proposals are solicited from qualified entities with experience and expertise conducting independent financial and fiscal monitoring reviews, and fiscal integrity reviews of workforce boards or similar organizations.

Responses must be received by July 8, 2026, 10:30 am CT.

Payment will be made in accordance with Chapter **** of the Texas Government Code, the Texas Prompt Payment Act. Invoices must include the contract or purchase order number and detail the work completed.

Award will be made to the bidder who provides the best value to the state, considering meeting or exceeding requirements, ability to meet performance delivery, and price.

The bidder shall have at least five years of relevant experience. Personnel assigned must have at least two years of relevant experience, be at least 18 years of age, and possess required licenses and accreditations.

Failure to comply with requirements may result in disqualification of the response or termination of the contract.

Delivery must be made between 8:00 am and 5:00 pm Monday through Thursday, excluding state or federal holidays.

Payment will be made within thirty (30) calendar days from receipt of goods, services, or a correct invoice, whichever is later.

Manufacturer's standard warranty must apply unless otherwise stated in the solicitation.

TxDOT will consider best value for the state, evaluating responses based on approach to meeting requirements (50 points), lead time (10 points), and pricing (40 points).

Respondents must demonstrate their ability to meet the requirements specified in the solicitation, including detailed literature, specification sheets, or documentation.

Default in promised delivery or service date, unless a written extension is received, authorizes TxDOT to purchase goods or services elsewhere and charge the full increase in cost and handling to the defaulting vendor.

A respondent may request a debriefing meeting within 30 calendar days of the award being posted to the ESBD.

Failure to submit required documentation, failure to meet minimum qualifications, contacting unauthorized TxDOT personnel, or taking assumptions or exceptions that descope or significantly change the solicitation may result in disqualification.
