The City of Manchester is seeking proposals for advertising mailing stuffers for FY26. The contract duration is a minimum of three years, with options to renew for up to five successive years. Advertisers must support a healthy image of the city, be appropriate for all age groups, and be nonpolitical. Advertising content must include standard disclaimer information provided by the city. Sufficient quantities of inserts must be delivered 10 days before the scheduled mail date. Payment must be received by the city no later than when the advertising inserts are delivered. Advertising samples must be submitted 30 days before the scheduled run date. Proposals must be complete, signed, and include specific business information, a description of past contracts with the city, the annual advertising rights offer price, a completed price data sheet, and a sample advertisement insert. The city reserves the right to waive irregularities, reject any or all bids, and accept the bid in its best interest. Failure to submit all required information may result in disqualification. The City of Manchester requires sufficient quantities of inserts to be delivered to the designated location 10 days before the scheduled mail date of each run.
Payment for advertisement inserts must be made in full prior to the mailing. Inserts will not be included in a mailing if prepayment has not been made. The successful vendor will pay the city in single annual payments, made prior to the first mailing of the contract year.
The proposer guarantees to the city that all warranties of merchantability and fitness for a particular purpose shall remain in force and will not be disclaimed.
Award will be made according to procedures outlined in the request for proposal, using the criteria published therein. The selection criteria include offer price, compatibility of the firm's purpose, products and services with the mission, purpose, function and duties of the city, actual, potential, or perceived conflicts of interest, ability and capacity of the proposer to meet its financial obligations, and the character, reputation and location of the firm.
Proposers must submit one complete and signed response to the request for proposal. The proposal must contain sufficient information to assure the city of its accuracy. Required information includes legal name, mailing address, telephone number, email address, fax number, state of incorporation (if applicable), principal place of business, local offices, name/title/contact information of authorized representatives, general description of the firm, description of past contracts with the city, annual advertising rights offer price, price data sheet, and a sample advertisement insert.
The city may cancel the contract if inserts are not delivered on time or if there is any problem with the payment. Failure to comply with requirements could result in the cancellation of an order or contract.

Failure to submit all information called for may be sufficient for disqualification. Proposals that are incomplete, not properly endorsed or signed, or otherwise contrary to instructions may be rejected as informal. Any exception or changes to the specifications made by the proposer may be cause to disqualify your proposal.
