This Broad Agency Announcement (BAA) from the Defense Threat Reduction Agency (DTRA) solicits ideas for fundamental research to counter weapons of mass destruction (CWMD). It is open continuously from October 1, 2024, through September 30, 2034. Submissions are accepted in response to published topics or general thrust areas. Pre-coordination of abstracts is generally required. The evaluation process involves two phases: preapplication white papers and invited proposal applications. Awards may be grants, cooperative agreements, or other transactions. The BAA encourages participation from accredited degree-granting colleges, universities, industrial, commercial, and non-profit research entities. The government may give preference to preapplication white papers and proposals that demonstrate a significant contribution from universities. The BAA outlines submission instructions, evaluation criteria, and administrative requirements. The government reserves the right to fund all, some, or none of the proposals.
The due date for the phase ii invited proposal submissions will be provided in the letter of invitation.
Payments on grants will be made in advance, subject to the conditions described in 2 CFR ****.
The four evaluation criteria to be used for responses received to this baa are as follows: 1. scientific and technical merit, 2. value to mission goals, 3. capability of the personnel and facilities to perform the proposed effort, and 4. cost realism evaluation.
Preapplication white papers and proposals submitted for this baa will be considered from the following u. s. and foreign institutions as follows: accredited degree granting colleges, universities, and academic institutions. industrial and commercial entities, including small businesses. not for profit entities with a portfolio predominantly in research. for foreign based establishments entirely based outside the u. s. andor its territories, proof of not for profit status may be required. foreign government laboratories. foreign based government laboratory equivalents include those residing in the ministry of defense, ministry of health, ministry of agriculture, ministry of education and science and food safety agencies.
Applicants who are not responsive to government requests for information in a timely manner, defined as meeting government deadlines established and communicated with the request and not making satisfactory updates as requested, may be removed from award consideration.
Grants may range from small dollar value e. g. , 25k up to 1m annually total, including both direct and indirect costs depending on the nature and the scope of work.
