The evaluation of this RFP/RFQ may be based upon, but not limited to: overall cost to ISU, ability to meet the specifications of the RFP, additional volume discounts provided, payment terms, compliance with terms and conditions of the RFP, and references.

Contractors must be qualified and provide references for higher education institutions that have been using the proposed chair for more than three years. It is strongly recommended that references be provided, as failure to do so may result in a score of 0 points for this evaluation criterion.

Questions answered with see attachment or see brochure will be considered noncompliant, and your bid response may not be considered. Exceptions taken to the RFP/RFQ documents may cause the proposal to be rejected at the sole discretion of the university.

Submissions must be received by 2:00 p. m. on Wednesday, July 2, 2026. All work shall commence immediately and be substantially complete by September 30, 2026.

The contract will be awarded to the proposer submitting the lowest responsible bid with relevant experience, who can mobilize immediately.

Proposers must be able to obtain security clearance and mobilize immediately. Recent experience and ability to mobilize quickly will be considered.

If the awarded proposer fails to execute the contract and furnish a satisfactory bond, their bid shall be considered null and void, and the surety accompanying the bid shall be forfeited.

It will be presumed that each proposer will have inspected the sites and thoroughly familiarized themselves with the contract intent. Failure to visit and examine the site will not relieve the successful proposer from any obligation.
