The project involves the construction of a bathroom addition at the North Etiwanda Preserve. A mandatory pre-bid meeting is scheduled for December 4, 2025. Bids must be submitted by December 18, 2025, at 10:00 AM. Bidders must be registered with the County's ePro system and the Department of Industrial Relations. The lowest responsive and responsible bidder will be awarded the contract. The project is subject to California prevailing wage requirements. Bids must be accompanied by a bid bond or certified check. The successful bidder must provide performance and payment bonds. Technical questions must be submitted by December 10, 2025. The contract work shall be completed within 180 calendar days after the notice to proceed.

Payments will be made as outlined in the general conditions. Progress payments shall be made no more than once every thirty 30 calendar days, nor shall the amount paid be in excess of ninetyfive percent 95 of the total contract at the time of completion.
The contract shall be awarded to the lowest responsive, responsible bidder based upon the base bid additive bid no. 1 additive bid no. 2.
All bidders shall be licensed in accordance with the provisions of chapter 9, division 3, of the business and professions code of the state of california and possess a california class b contractors license at the time of the scheduled bid opening.
In case all the work called for under the contract is not finished or completed within the number of calendar days as set forth in the bid proposal, the contractor shall forfeit to the district a specified sum of money, to be deducted from any payments due to the contractor. The sum of money shall be per calendar day more than the contract time as liquidated damages per section 8. 5 of the general conditions.

The bid protest is submitted to and received by the department of public works special districts, 222 hospitality lane, second floor, san bernardino, ca, **** **** before 4: 00p. m. of the fifth business day following the bid opening.
