The award will be made to the responsive and responsible offeror whose proposal is determined to be the most advantageous to the state based on the evaluation criteria: experience and capabilities (25 points), test development (25 points), test administration (25 points), and cost (25 points).

The proposal shall describe the offeror's experience and capabilities in providing licensing examination services, including firm background, states served, types of examinations provided, references, and key personnel. A listing and summary of any civil or criminal judgments, convictions, or pending lawsuits within the past 20 years against the firm or its officers/key personnel is also required.
