This is a solicitation for Architect and Engineering (AE) services for environmental investigations, permit applications, and related studies at various Navy and Marine Corps activities in the Pacific Basin and Indian Ocean areas. The procurement will result in one Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base period of one year and four one-year option periods. The total fee for the contract term shall not exceed $30,000,000, with a guaranteed minimum of $5,000. Firm fixed-price task orders will be negotiated. This procurement is a total small business set aside. Firms must be registered in the System for Award Management (SAM) and have specific certifications and registrations prior to award. Selection criteria include professional qualifications of key personnel, specialized experience and technical competence, past performance, capability and capacity to accomplish work, quality control, and firm location. SF 330 is the required submission format. Questions must be submitted in writing via email no later than ten business days in advance of the closing date.
The estimated start date for this contract is January 2027.
The government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria. The selection criteria, in descending order of importance, are: professional qualifications of key personnel, specialized experience and technical competence, past performance, capability and capacity to accomplish work, quality control, and firm location.
Firms must submit a completed SF 330 package, accurately completing all requested information and clearly and specifically including qualifications in narrative discussions. Firms must also have on-line access to email via the internet. Firms must submit proof that their professions of architecture or engineering are permitted by law, such as state registration numbers. Joint ventures, LLCs, or limited partnerships must submit a copy of their agreement.
Interviews may be scheduled with firms slated as the most highly qualified, anticipated to be conducted at Joint Base Pearl Harbor Hickam, Hawaii.
The total fee for the contract term shall not exceed $30,000,000. The guaranteed minimum for the contract term including option years is $5,000.
