This solicitation is for miscellaneous aircraft accessories and components. Offerors must provide newly manufactured spares; refurbished, remanufactured, or repaired material will not be accepted. Distributors of approved sources must submit an authorized distributor letter. Markings must comply with MIL STD 130. Inspection method sheets are required, and certifications of all raw materials are needed. The components are flight critical, requiring engineering source approval from the Naval Air Systems Command. Offerors must submit complete configuration drawings, process operation sheets, purchase orders, shipping documents, and a comparative analysis of similar parts. Sampling rates are specified, and a 100% inspection is required for critical, major, and minor characteristics, as well as plating, hardness, and non-destructive testing. A traceability system for individual piece parts is required. The use of **** wire is prohibited. If MIL-STD-454 is referenced, compliance with IPC/EIAJ STD 001C is expected. The government will not provide fixtures, jigs, dies, patterns, mylars, special tooling, test equipment, or other manufacturing aids. The material is critical, and special control procedures are invoked to ensure correct material. The articles must be manufactured, tested, and inspected according to specified drawings and specifications. A first article approval is required, with testing to be witnessed by government personnel. The contractor is responsible for providing operating and maintenance instructions, spare parts, and repair of the first article during testing. The test report must be submitted to the cognizant DCMC. Offerors who have previously furnished identical production articles accepted by the government may request a waiver of first article approval requirements. Quality Assurance Representative (QAR). Representatives of the buying office and the cognizant field activity will be notified at least 14 days prior to the presentation of items for final inspection. Inspection certification data must be included in the first article unit packaging. The welding procedures will be used by the government to verify contractor designated welding responsibilities.
