The Town of Greenburgh is seeking proposals for municipal vehicle leasing services for approximately 20 vehicles (10 police sedans, 10 DPW sedans). The contract term is anticipated to be five years, with options to renew. Services include vehicle acquisition, financing, ordering, delivery, registration, and account management. The Department of Public Works will retain responsibility for fleet management, maintenance, and repair. Proposals are due August 24, 2026. Evaluation criteria include proposal quality, program structure, lease terms, operational capabilities, experience, and cost-effectiveness.
Proposals must be received by the Town no later than August 24, 2026. Responding organizations who submit their proposals by mail or delivery service should allow sufficient mailing and delivery time to ensure receipt on or before the time and date stated above.
The contractor shall submit detailed invoices subject to review and approval by the town. Each invoice must clearly describe the services rendered in sufficient detail for review and audit.
Proposals will be evaluated based on overall proposal quality, vehicle leasing program structure, lease terms, operational capabilities, reporting capabilities, experience and qualifications, and cost proposal and overall cost effectiveness. The town reserves the right to award a contract in whole or in part, or make multiple awards, if deemed to be in the best interest of the town.
Proposers must demonstrate qualifications, experience, and capacity to perform the services, including company profile, relevant experience, financial stability, and client references. The town reserves the right to deem any cost proposal that is unclear, incomplete, conditional, improperly formatted, or not presented in the manner specified herein to be nonresponsive, which may result in disqualification of the proposer.
Proposals may be deemed nonresponsive and disqualified if they are unclear, incomplete, conditional, improperly formatted, or if unauthorized communication occurs. The town reserves the right to reject any proposal submitted by a proposer determined, in the towns sole judgment, to be nonresponsible based upon factors including, but not limited to, financial condition, prior performance, integrity, litigation history, or failure to comply with the requirements of this rfp.
