Offerors must be an Indian economic enterprise and a small business concern. They must submit a completed IHS Indian Economic Enterprise Representation Form and maintain eligibility throughout the contract. Evidence of required licenses, insurance, and pesticide/herbicide applicator certifications is also required if chemicals are applied. Payment terms are net 30 days.

Award will be made to the responsive and responsible supplier based on best value, with price being a measurable criterion.

Suppliers must be qualified and provide at least three references for similar services.

A penalty of 1% per month will be added to overdue payments exceeding 30 working days, unless the invoice is in dispute.

A mandatory site visit is required for each location and must be completed no later than June 12, 2026, by appointment only.

Submission of multiple bids will result in disqualification of both bids. Failure to comply with submission instructions or communicate with staff outside of the issuing officer may lead to rejection.

Proposals must be submitted no later than Wednesday, May 27, 2026, at 2:00 PM CST.

The services provided under the contract shall conform to all information contained within the RFP documents as well as applicable industry published technical specifications. The liability of the successful proposer to the ha except as to title arising out of the furnishing of the services or of its use under the terms of the contract shall not exceed the correcting of the defects in the services as provided under the contract, and upon expiration of the warranty period all such liability shall terminate except under the warranty for merchantability and the warranty of fitness for a particular purpose.

The award will be based on an assessment of the greatest benefit to the ACHA, not necessarily based on lowest cost. Evaluation criteria include staffing and qualifications (35 points), relevant experience and past performance (25 points), understanding of the required scope of service (30 points), and proposal pricing and fees (20 points).

Contractors must be qualified, bonded, and licensed, with a documented record of accomplishments providing the required services. They must also demonstrate their capacity and readiness to perform the scope of services immediately upon contract execution.

A site visit is required.

Protests must be filed in writing to the Contracting Officer within 10 days after the deadline for receiving proposals, receipt of notification of evaluation results or award, or when the protestant knew or should have known the facts.

Respondents may be disqualified for failure to comply with RFP specifications, improper contact with ACHA staff, or if their firm or principals are on the HUD debarment and suspension list.
