The response deadline for bids is August 17, 2026, at 4:00 PM AST.

Contractors must be qualified and provide a business license, certificate of good standing, debarment status, articles of incorporation, government insurance, general liability insurance, auto liability insurance, and a proposal document including cover letter, experience, and personnel details.

A non-mandatory pre-proposal meeting and site walkthrough will be held at the maintenance building located directly across from the standard aviation building in Lindbergh Bay building at 7:30 AM AST on July 27, 2026.

Any bid received later than the specified time will be disqualified. Attempting to contact VIPA personnel during the proposal or evaluation process may result in disqualification.

Quality inspection prior to return is part of the services to be provided.

Respondents must provide information on their current capability and capacity to perform the work, prior completed projects of similar nature/size, organizational experience, management capability, and examples of prior completed government contracts. They must also provide their DUNS number, organization name, address, point of contact, and size/type of business. Failure to review the notice and familiarize yourself with the requirements will be at your firm's own risk. Failure to do so will be at your firms own risk.

Bid submittal return deadline is Monday, September 14, 2026, at 10:00 am ET.

Payment will be based on actual quantities authorized and satisfactorily completed. The contract type is a requirements contract. The agency will retain one contractor to fulfill service requests on a purchase order basis.

The total evaluated bid shall be used to establish the ranking of responsive and responsible bidders. The agency intends to award pursuant to a low bid basis and may establish a contractor pool. In addition to price, the agency shall consider responsiveness and responsibility.

Bidders must have a minimum of three years of documented experience in commercial tree services, demonstrate adequate personnel, equipment, and financial capacity, and employ or retain an ISA certified arborist (preferred). They must also possess required Pennsylvania pesticide licenses if chemical applications are proposed and provide documentation of safety training.

Failure to meet emergency response times may result in reassignment of work or removal from the contractor pool. Unauthorized assignments may result in contract cancellation or partial/total forfeiture of payments.

Failure to comply with IFB requirements, including submitting incomplete bids or offering alternate services, may result in disqualification. Failure to obtain documents from the eprocurement marketplace will result in rejection. Failure to provide requested documentation within the required time period may result in the bidder being determined non-responsible.
