Texas Parks and Wildlife Department (TPWD) is soliciting bids for a blanket contract for boat electrofisher systems. The contract will be for a term commencing upon award and continuing through August 31, 2028, with potential for renewals. Bids are due by 2:00 PM CST on June 18, 2026. The award will be made on an all-or-none basis to the respondent whose quote is considered the best value to TPWD, considering price and other factors. Delivery locations include Tyler, San Angelo, and Pottsboro, Texas. Vendors must adhere to proprietary specifications and explain how their products meet them. Failure to sign the bid will disqualify it.
Bids are due by 2:00 PM CST on June 18, 2026. Delivery of the initial three units is to be specified by the vendor.
Payment normally will be made to the contractor within thirty 30 days after receipt of a properly prepared invoice, or the receipt of and acceptance of services ordered, whichever is later.
The unit shall be warranted against defects in material and workmanship for the manufacturer's standard warranty for government use. The warranty begins on the date the unit is determined to meet specifications and accepted by TPWD.
TPWD will award a contract to the respondent whose quote is considered to be the best value to TPWD, price and other factors considered. Factors may include lowest price, ability, qualifications and experience, delivery service schedule, past performance, life cycle costs, and installation costs.
Respondents must submit bids that meet or exceed the specifications. TPWD reserves the right to consider respondent qualifications, equipment, facilities, and references.
Default in promised delivery without accepted reasons or failure to meet specifications authorizes TPWD to purchase services elsewhere and charge any increased costs to the contractor.
Samples, when requested, must be furnished free of expense to the state. If not destroyed in examination, they will be returned to the respondent, on request, at respondent's expense.
Failure to sign the bid, failure to submit required information, or attempts to ask questions by phone or in person may disqualify a respondent.
