This is an informal bid for Clark Boulevard Site Improvements. Proposals are due by May 29, 2026, at 3:00 PM CT. Questions are due by May 22, 2026, at 2:00 PM CT. Mailed proposals will not be considered; only hand-delivered or electronic bids will be accepted. The City of Laredo reserves the right to reject any and all bids. Bid forms can be downloaded and printed through Citebid. A bid bond is required, and for projects over $50,000, a payment bond is required. For projects over $100,000, a performance bond is required. A Conflict of Interest Questionnaire must be submitted for the bid to be considered complete. Insurance requirements include Commercial General Liability, Workers Compensation, and Commercial Automobile Liability. The bid is for various construction tasks including street paving, subgrade preparation, curb and gutter, HMAC, site grading, traffic control, storm water pollution prevention, demolition, and removal of existing concrete and curb/gutter. An allowance of $5,**** for utility and contingency will be added to the grand total for each bid submittal.

All invoices to the City of Laredo have a 30-day term from receipt of supplies or completion of services. Discount terms will be computed from the date of receipt and acceptance of supplies or services.
This contract will be awarded to the lowest responsive responsible bidder, in accordance with the provisions of chapters 252 and 271 of the State of Texas Local Government Code.
The bid requires a noncollusive affidavit form and a conflict of interest questionnaire for the bid to be considered complete.
The bid bond shall be forfeited if the bidder fails to enter into a contract or provide the required performance and payment bonds within the time specified by the municipality.
Samples, when required, must be submitted within the time specified, at no expense to the City of Laredo.
Requests for clarification must be submitted in writing through email seven 7 days prior to the scheduled date for opening to jezapata@ci. laredo. tx. us.
The city may reject a bid if the bidder misstates or conceals any material fact in the bid, the bid does not strictly conform to the law or the requirements of the bid, the bidder is in arrears on existing contracts or taxes with the City of Laredo, or if bids are conditional.
